A bill has been introduced in Florida that would require drug manufacturers to report price hikes, and alter rules on how pharmacy benefit managers (PBMs) can operate.

 

SB 1550, filed by Republican Sen. Jason Brodeur earlier this month, requires drug manufacturers to notify the Department of Business and Professional Regulation of any 15 percent increase or more in wholesale acquisition cost during the prior 12-month period, or any increase of 40 percent or more during the preceding 3 calendar years of a course of therapy.

 

In a release from the Pharmaceutical Care Management Agency, they claim that the bill would cost the state of Florida over $29 billion in increased prescription drug costs, stating that "The proposed Florida legislation will seriously undermine the ability of PBMs to control drug costs and manage their pharmacy networks, and as a result drug spending in Florida will soar."

 

"PBMs require pharmacies to compete on service, price, convenience, and quality to be included in preferred networks. Pharmacies that agree to participate in such arrangements are designated as ‘preferred’ and become members of a preferred pharmacy network. These types of networks have gained traction among plan sponsors and deliver tangible out-of-pocket savings for patients," the release states.

 

In notifying the epartment of Business and Professional Regulation, drug manufacturers are required to include on their form "a statement regarding whether a change or improvement in the prescription drug necessitates the reportable drug price increase. If so, the manufacturer must describe the change or improvement."

 

The bill would also require PBMs to obtain a certificate of authority to operate in the Florida marketplace. According to Florida Politics, PBMs previously had to spend just $5 and register with the state Office of Insurance Regulation.

 

The outlet explains, "PBMs are companies that contract with health insurers, self-insured plans and government health care programs to process and pay prescription drug costs. PBMs also negotiate drug costs and discounts with manufacturers and assemble pharmacy networks. They often are referred to as 'pharmacy middlemen.'"

Those PBMs without a certificate by January 1, 2024 are subject to a fine of $10,000 per violation per day.

 

PBMs under this bill would be required to disclose any ownership affiliation with any pharmacy, whether directly or indirectly, within 60 days of the change occurring.

 

All contracts executed, amended, adjusted, or renewed on or after July 1, 2023 between PBMs and a Pharmacy Benefits Plan or Program must use a pass-through pricing model, a payment model in which the payments made by the benefits program to the PBM for outpatient drugs are equivalent to the payments the PBM makes to a dispensing pharmacy, with these payments under the bill needing to be equivalent to payments made by the PBM to a dispensing pharmacy and are passed through in their entirety by the benefits plan or PBM to the pharmacy.

 

Networks will not be limited to affiliated pharmacies under the bill, and those covered persons will not be required to receive a prescription drug through the mail.

 

In a release from the Pharmaceutical Care Management Agency, they claim that the bill would cost the state of Florida over $29 billion in increased prescription drug costs, stating that "The proposed Florida legislation will seriously undermine the ability of PBMs to control drug costs and manage their pharmacy networks, and as a result drug spending in Florida will soar."

HB 1509/SB 1550 will help put a stop to this."

This legislation will finally hold PBMs accountable and work to restore balance to this broken system," Anderson continued. "Countless patients will benefit from this legislation, and we’re grateful to Gov. Americans facing rising have become nostalgic for prices from just two years ago - when the cost of basic groceries were almost half their price.

 

In the past, people may have cynically recalled how the cost of everyday items had risen over decades, but now people see , according to a report in the Wall Street Journal.

 

Avocados cost an average of $1 each in early 2021 but had risen to $2.50 just one year later.

 

'There is an element of whiplash,' a 41-year-old marketing consultant told the paper. 'Was that a bygone era from my youth, or was it just last year?'

 

According to finance professors, however, psychology also plays a part. On average, people exaggerate the extent of inflation and remember prices being lower than they actually were.

 

Nonetheless, people are correct in sensing that the cost of living is rising and the cost of food products for the home is outgrowing wages.

 

Over the last two years, since February 2021, prices of food products such as cereals, meats, dairy and fruit have risen by an average of around 19 percent, according to the US Bureau of Labor Statistics.

 

The price of eggs rose so much over the past year that Americans even began .

 

Wages, on the other hand, have risen by around 11 percent over the same period, according to the Federal Reserve Bank of Atlanta Wage Growth Tracker.

 

Although that change to hourly and annual salaries is a historically large increase, households have experienced reduced disposable income.

 

While federal stimulus packages increased the amount of cash in ordinary American households, the buying power of all that money was reduced by inflation.

 

A 51-year-old public-relations consultant in New York told the Journal that she had nostalgia for just last summer, when untoasted bagels at her local deli cost $1.60 instead of $1.95, and a can of soda was $1 instead of $1.25.

 

The nostalgia, however, is about more than price for her.

 

'It's emotional and it signifies something else, like, "Oh, my God, if this basic thing has gone up 50 percent, my whole life is going to unravel",' she told the Journal.

 

'It's not just about the nostalgia around price - it's nostalgia around your life, and where you were and what your hopes and dreams were,' she added.

 

Eggs cost $4.21 a dozen last month, up from $1.60 in February 2021, and a pound of chocolate-chip cookies was $5.18, up from $3.80, according to averages from the Bureau of Labor Statistics.

 

These drastic, significant price hikes are likely to etch themselves into people's memories, Jason Dana, a professor at the Yale School of Management, told the Journal.

 

'People are particularly sensitive and attentive to when prices increase, and don't think about rising wages as vividly,' he said.

Ohio school district moves to four-day-week and CANCELS Mondays in plan by super fit superintendent

Board members in the North College Hill City Schools District in Cincinnati voted unanimously to adopt the 'blended learning' model which they said had been proven to work during the pandemic.

 

Teachers will still be expected to work on Mondays but can use the time to plan their week and complete other administrative tasks.

 

Schools in the district - which refers to itself as 'trauma sensitive' - are working to provide limited childcare support for younger students and food packages for those who rely on them.

 

Superintendent Eugene Blalock - who frequently posts 'super' workout videos for his students online and preaches theimportance of 'emotional learning' - said the move would help hire and retain stressed out staff.

 

'I think this could be a model that could save the profession of education,' he told

 

'Teachers are leaving the profession at alarming rates and the idea of being able to have some time some quality time dedicated time to just get some collaboration some planning is something that is intriguing to the teachers, and it actually has excited and re-ignited my teachers.'

 

He added he hoped it would give older students the time to pursue internships and opportunities at local businesses outside of school.

 

The district is said to be the first in Ohio to implement a blended learning model.

 

It will begin from August 15 and will mean children only attend school Tuesday through Friday.

 

On Mondays, pupils will have schoolwork to complete - though the district says it will be self-directed and will not require their parents' help.

 

Third-grade teacher Raven Jackson welcomed the initiative.

 

"We all worn out - like even the kids are worn out,' she told 9 Cincinnati.

 

'I think this Monday will help with that. Having doctors' appointments, not having to use our sick time to take those days off.

 

'At least we know Mondays we wouldn't have to worry about having a sub, splitting our classrooms, putting that extra work on our teammates.'

 

It comes amid a nationwide teaching crisis which saw educators leave the profession in their droves during the pandemic.

 

Data from the Government Accountability Office (GAO) found that public education in the US lost around seven percent of its total teaching staff between 2019 and 2020.

 

The North College Hill City school district serves around 1,400 students in pre-kindergarten through to 12th grade. There are 150 teachers employed with the district.

 

Blalock hasacted as superintendentfor the district since 2016 and prior to that he was principal of a school there.

 

He posts frequently on his Twitter page, often uploading videos to his series 'Super Workout with the Superintendent.'

 

In November, he shared a post saying 'We don't need more hours in school, we need to do school differently within those hours.'

 

In more recent posts he referred to North College as a 'trauma-sensitive school district.'

 

A 'trauma-sensitive' school means staff are able to recognize how adverse early childhood experiences affect a child's well-being.

 

On the district's website, Blalock says its mission is to focus on 'our students' social and emotional needs.'

 

His 'executive cabinet' consists of assistant superintendent Michelle Garton and director of pupil personnel Courtney Collins.

 

Blalock said the move to a four-day week was not financially motivated and instead focused on the retention of staff.

ISIS-K in Afghanistan could hit Western interests in Europe and Asia within six months

A division of the Islamic State based in Afghanistan will be able to target US citizens in Europe and Asia within six months, a senior US general told a Senate committee.

 

General Michael Kurilla, head of US Central Command, told that 'at least hundreds of thousands' of US citizens could be vulnerable to an attack by ISIS-K, which has the 'ultimate goal to strike on the American homeland'.

 

ISIS-K - the Islamic State in Khorasan - is an affiliate based in Afghanistan and a sworn enemy of both the and the United States.

 

The group has claimed responsibility for the Kabul airport attack during the US evacuation in August 2021 which killed 170 Afghan civilians and 13 US soldiers. It continued launching attacks throughout 2022, including on mosques and schools.

 

Kurilla's comments were made during an address on Thursday to theSenate Armed Services Committee requesting funds for fiscal year 2024. US general says ISIS-K could hit Europe within six months.

 

'It is my commander's estimate that they can do an external operation against US or Western interests abroad in under six months with little to no warning,' Kurilla said during the address this week.

 

'ISIS-Khorasan grows emboldened, seeking to expand its ranks and inspire enable and direct attacks in the region and beyond - with the ultimate goal to strike on the American homeland,' he added.

 

He was then asked about the likelihood of an attack on US soil. 'It would be harder for them to do that against the American homeland,' he said.

 

'If you asses six months against Europe or Asia what would you asses would be the timeline against the homeland?' senator Tom Cotton of Arkansas asked him.

 

'I think it's hard to put a timeline on that,' said Kurilla. 'I think it is a higher probability overseas than it is in the homeland.'

 

When asked how many US citizens (including troops, tourists and people working abroad) are in regions vulnerable to attack he agreed there would be 'at least hundreds of thousands'.

 

The commander also confirmed to the committee that there was a need for munitions that can hit 'hard and deeply buried' ISIS-K targets in Afghanistan.

 

Similar assessments have been made by other US officials recently. 'It's a matter of time before they may have the ability and intent to attack the West,' the chief of the Defense Intelligence Agency, Lieutenant General Scott Berrier, said during a hearing last week.

 

In January the National Counterterrorism Center Director, Christine Abizaid, described ISIS-K as the 'threat actor I am most concerned about'. 'We see concerning indications of ISIS-Khorasan in Afghanistan and its ambition that might go beyond that immediate territory,' she said.

 

ISIS-K was created in January 2015 by disillusioned Taliban members in eastern Afghanistan. Khorasan refers to the historic name of the region between Iran, Afghanistan and Central Asia.

ISIS-K is one of six or seven regional offshoots of the Islamic State - the K stands for the Khorasan region, which historically encompasses parts of modern day Iran, Central Asia, Afghanistan, and Pakistan.

Dramatic moment man is rescued from raging LA River by first responder

A heroic helicopter rescue of a man desperately clinging to a wall after being swept into the raging River has surfaced as the state battled severe storm conditions.

 

Heart-pounding footage shows a first responder dangling over the rain-swollen river south of Washington Boulevard in the Boyle Heights neighborhood before pulling the man to safety.

 

Los Angeles Fire Department ground and air crews responded at about 5pm on Wednesday as the man, who is yet to be identified, clung for his life on a 'concrete sheer wall.'

 

After the man was hoisted to safety, he was taken to LAC+USC Medical Center to be treated for hypothermia. No other injuries were reported.

 

The dramatic footage shot by showed the man desperately trying to stay above the churning muddy flood waters as an emergency crew member made several attempts to reach him.

 

Unforgiving high winds and rain appeared to stifle the rescue mission before the first responder managed to grab hold of the waterlogged man.

 

After attaching a harness around the man, the two were hoisted to safety, presenters from the broadcaster noting his severely red hands and face as he was lifted into the helicopter.

 

It remains unclear how the man came to be in the river or how long he spent in the frigid waters before he was rescued.

 

It comes as tens-of-thousands remain under evacuation orders as other Californians face blackouts, landslides, and flooding from the brutal winter deluge.

 

California Governor Gavin Newsom dubbed this extreme shift from drought and wildfires to flooding and snowstorms 'weather whiplash,' while surveying the damage to an agricultural region in the state's central coast on Wednesday.

 

'Look back [at] the last few years in this state—it's been fire to ice, with no warm bath in between,' Newsom said.

 

'If anyone has any doubt about Mother Nature and her fury; if anyone has any doubt about what this is all about in terms of what's happening to the climate and the changes that we are experiencing, come to California.'

 

Meanwhile, just days after officials in Orange County declared a local state of emergency, residents of four residential structures in San Clemente were forced to evacuate after a hillside at the rear of their properties collapsed.

She began her transition in 2011, when she was 54. She'd already been married for 23 years and raised two children, both of whom are now young adults, and says she's glad she waited so long because it allowed her to have a family.

NGOs are weapons in ‘hybrid war’ – Medvedev

 

These organizations often seek to stir civil unrest while claiming to pursue noble goals, the former Russian president said

 

Russia’s adversaries are eager to bet on various non-governmental organizations (NGOs) to destabilize the nation, former Russian president Dmitry Medvedev stated on Friday while stressing the need to counter such destructive activities.

 

Speaking at a session of Russia’s Ministry of Justice, Medvedev, who now serves as deputy chairman of the Security Council, claimed thatNGOs were frequently being used for malign purposes.

 

“We know that the favorite method of our enemies, of all sorts, is to use NGOs in hybrid wars,” the official asserted, noting that some organizations that “had been created under a decent plate actually seek to stir up the situation in the country and undermine stability in civil society.”

 

Examples to such attempts are numerous, he added.

 

With this in mind, Medvedev called for honing the relevant legislation in a way that would curb the activities of malign NGOs while empowering those which seek to do good.

 

“On the one hand, it is necessary to create comfortable conditions for normal, bona fide NGOs, whose work brings real benefits to the state and society,” he said. “On the other hand, it is necessary to severely suppress the work of structures whose activities run counter to Russia’s interests.”

 

To achieve this goal, Medvedev continued, Russian authorities “should not hesitate to use all necessary legal instruments.”

 

At the same time, the ex-president continued, Moscow would resist efforts by various nations to undermine the pillars of international law. He stated that Russia would continue to advocate for “the consistent formation of a multipolar world order” while making its best efforts to “prevent the distortion” of norms of international law and the revision of the UN Charter.

 

“Of course, [Russia would continue] to insist that the practice of interference in the internal affairs of states should be abandoned,” Medvedev added.

 

Last summer, Russia adopted a new law on foreign agents, which entered into force last December. The legislation, which seeks “to protect the interests and security” of Russia, introduced more regulation on persons and entities that are being influenced by a foreign power in one way or another. The new restrictions prohibit them from performing a wide range of educational activities or serving as public officials.

EU states using Ukraine to dispose of old weapons – Kremlin

Plans by Poland and Slovakia to send Soviet warplanes to Ukraine look like attempts to dispose of antiquated equipment, Kremlin spokesman Dmitry Peskov said during his Friday press briefing.

 

"This is another example of how a number ofNATO member states, including Poland, are raising their direct involvement in the conflict,"he announced, reacting to the recent announcements that Warsaw and Bratislava would send Soviet-designed MiG-29 warplanes to Kiev. Peskov added that it would not affect the outcome of Russia’s military operation but instead "may lead to additional suffering for Ukraine itself and its people."

 

"It seems like these countries [Poland and Slovakia] are just disposing of old equipment they no longer need," Peskov said. The MiG-29 was designed in the 1970s and entered service in the 1980s.

 

Warsaw’s plan to transfer four of the MiG-29 fighters to Kiev "in the next few days" was announced by Prime Minister Mateusz Morawiecki earlier this week. This makes Poland the first NATO country to pledge warplanes to Ukraine. The country has 28 MiG-29s, but it is unclear how many of them are in working condition, as the country has sought to update its air force with US- and South Korean-made fighters.

 

Slovakia, also a NATO member, similarly announced on Friday that it would send 13 of its MiGs to Kiev. However, the jets were retired last year, and several reports suggested that they weremostly not in operational condition.

 

Ukraine has been requesting warplanes, specifically American-made F-16s for its military, but US President Joe Biden said in January that they were not planning to send any over. German Chancellor Olaf Scholz similarly stated the same month that Berlin was not even discussing transferring its own F-16s.

 

French President Emmanuel Macron has sounded more vague, saying in January that he would not rule out sending fighter jets to Ukraine. UK Prime Minister Rishi Sunak announced in February that London would be training Ukrainian pilots, adding that there was still no decision on actually sending Western-made fighter jets to Kiev.
