So, the idea is to spread it out, make the entire world feel a bit of it, and avoid a complete collapse in any one area? Hopefully, any bankruptcies and liquidations will agglutinate around enemy institutions, and less-so for productive domestic assets.

The "cause" of the outbreak was later used by the city, and then the country at-large, to mandate safety regulations for HVAC systems. Forced American consumers to pay for a bunch of R&D by the industry, raised prices, and ultimately made no impact on whether your heating, cooling and ventilation system has nasty shit growing in it.

So, yeah, it was definitely the Government testing a weapon on Cadets and old men, and the HVAC story is just a cover for moar growth by the deep state.
