State charges can be brought in Federal court ALONG WITH Federal charges (the REASON to be in Federal court in the first place).
I DO NOT believe that a STATE prosecutor can present Federal charges in their States court.
(there's a name for the above, but I can't remember it right now)
Furthermore, Trump is NO LONGER a resident of New York State, and on THAT ISSUE ALONE, had a crime been alleged, a FEDERAL Grand Jury should have been convened, issued an indictment if found evident (and I'm not sure how much "say" a defendant has as far as "venue"; NY or FL), a JUDGE would then need to issue an ARREST WARRANT.
And remember "INNOCENT UNTIL PROVEN GUILTY."
