Ukraine only has one chance – Czech president

Kiev may not get enough foreign aid to continue fighting next year, Petr Pavel has warned

With the US set to refocus attention on domestic issues next year, Ukraine may not get funding for continued military action, Czech President Petr Pavel has said. The former army officer said Kiev’s armed forces may therefore have just one shot at conducting a major push against Russian troops.

“The window of opportunity is open this year. After next winter, it will be extremely difficult to maintain the current level of aid,” Pavel told the Polish newspaper Rzeczpospolita.

“Ukraine will only have one attempt to launch a major counter-offensive,” he added as quoted by the outlet on Monday. If it fails, “it will be extremely difficult to obtain funds for the next one.”

Pavel, a retired general whoserved as chair of the NATO Military Committee until 2018, predicted that US interest in aiding the Ukrainian army would likely dwindle in 2024. The political focus in the country will shift to the presidential campaign, and US-China relations are likely to be the top foreign policy issue. European nations will likely reduce their funding of Ukraine too, the politician predicted.

He said it was up to Ukraine to decide what constitutes a victory over Russia, which Pavel assured would happen. But if it fails despite all Western help, there will be a “long war of attrition.”

“You cannot pretend that the only possible solution is complete success,” he said.

Pavel’s preferred outcome for the conflict is a weakenedRussia that prefers “cooperation, not aggression.” He stated that it would take a change of the “Russian regime from within”before the EU would go back to business as usual with the country.

Kiev has declared full control of the territories it claims sovereignty over as the objective of its military campaign. It has refused talks with Moscow as long as President Vladimir Putin remains in office. Washington, for its part, has pledged to support Ukraine “for as long as it takes” to defeat Russia.

Russia considers the hostilities in Ukraine to be part of a US-led proxy war, with Ukrainian troops being used as “cannon fodder” by Washington.

Swiss bank shares crater after merger

A government rescue plan has failed to calm investors’ nerves

The shares of Switzerland’s two largest investment banks, UBS and Credit Suisse, tumbled on Monday as their weekend merger failed to calm growing fears over the state of the global banking system.

UBS shares were down 5% at 11:20 GMT, having regained some of their losses after plunging 10% in early trading. Credit Suisse shares collapsed by 60%.

The pan-European Stoxx 600 banking index was down nearly 1.8% around the same time, with the shares of German banking giants Deutsche Bank and Commerzbank dropping over 3%. France’s BNP Paribas saw shares fall 3.7%, while major banks such as ING, Societe Generale and Barclays all lost over 2.7%.

UBS agreed to acquire its failing rival for 3 billion Swiss francs ($3.24 billion) in stock on Sunday, in a deal brokered by the Swiss authorities. Following the news, analysts warned that the rescue acquisition threatened to distract UBS management and damage returns, despite a 9 billion-franc government guarantee for potential losses from Credit Suisse assets and 100 billion francs in liquidity from Switzerland’s central bank.

“UBS has traditionally operated a high returning, high quality, stable franchise. The acquisition of Credit Suisse throws much of this into question, in our view,” analysts at Keefe, Bruyette & Woods told the Financial Times.

While the merger may well turn UBS into the world’s largest wealth manager, with more than $5 trillion in total invested assets, there are still concerns about the health of the Credit Suisse assets it has acquired.

“One issue is that the reported price of $3.24 billion equates to approximately 4% of book value, and about 10% of Credit Suisse’s market value at the start of the year. This suggests that a substantial part of Credit Suisse’s $570 billion assets may be either impaired or perceived as being at risk of becoming impaired. This could set in train renewed jitters about the health of banks,” Neil Shearing, group chief economist at Capital Economics, told CNBC.

Investors are also concerned about the write-off of $17 billion worth of Credit Suisse’s AT1 bonds, which was part of the merger deal. The move angered many debt-holders, who have been left empty-handed, and revealed yet another banking sector risk.

Experts say investors are concerned about the long-term benefits of the merger and the outlook for other banks in Switzerland, which has previously been viewed as a role model of sound banking.

Middle Eastern football union comes out in support of Russia

The Iraqi Football Association has called on international teams to “show courage” and lift their boycott

The Iraqi Football Association (IFA) has called for the participation of Russian teams in international competitions, calling sporting boycotts against Russia “unfair.” Iraq and Russia are set to face off at the end of the week in St. Petersburg.

“Iraq wants to break the barrier against the Russian team, because Russia occupies an important position in the world,” IFA spokesman Yusuf Faal told Russia’s RIA news agency on Sunday. “Playing with the Russian team in the country itself has not only a sporting component, it is a message that football unites, and is not a field for boycotts or isolating Russia.”

Russian football clubs, including the national team, were barred from UEFA and FIFA competitions indefinitely last year. The bans saw Russia excluded from qualifying for next year’s UEFA European Championships, and barred from last year’s World Cup in Qatar.

However, Russia was invited last week to take part in a regional tournament in Kyrgyzstan and Uzbekistan in June organized by the Central Asian Football Association. The Russian team will also play Iran this Wednesday in Tehran, before flying home for Sunday’s clash with Iraq.

The Russian national team has played three friendly matches since the FIFA/UEFA suspension. Valeri Karpin’s men secured a 2-1 victory against Kyrgyzstan in September, but were held to 0-0 draws against both Tajikistan and Uzbekistan in November.

“This is a call to other teams, be they Arab, Asian or even European, to show courage, move away from politics and start playing matches against the Russian team in their countries or in Russia itself,” Faal told RIA.“The ban on the participation of the Russian team or its clubs in international competitions is unfair.”

The International Olympic Committee was the first international sporting organization to ban Russian and Belarusian athletes after Moscow launched its military operation in Ukraine last February. The organization is currently seeking a “pathway” for these blacklisted athletes to participate in next year’s Olympic Games in Paris, despite furious protests from Ukraine and some of its Western backers.

Russia bans SWIFT

Banks have been ordered to use the country’s financial messaging systems for domestic transactions

The Bank of Russia has forbidden Russian financial institutions to use the SWIFT messaging system for transactions inside the country, the regulator announced on Monday.

Starting from October, Russian banks will be obliged to only use domestic services for transferring messages on financial transactions. The use of SWIFT will be allowed only for international payments.

“This will ensure reliability, continuity and security of data exchange when conducting intra-Russian transactions,” the regulator said in a statement.

Information on such transactions will now need to be transmitted through the Bank of Russia’s own banking systems, services of third-party Russian companies, or through the Bank of Russia’s own financial messaging system, SPFS.

The SPFS was created by the regulator in 2018 as a substitute for SWIFT on the domestic market. While its coverage is still much smaller than that of SWIFT – which boasts 11,000 financial organizations globally – the spread of SPFS has been gaining momentum in recent months. In February, the Russian Central Bank announced that SPFS now has 469 participants, including 115 foreign entities from 14 nations.

Russia was forced to start seeking alternatives to SWIFT in dealing with foreign partners last year, after some of the country’s largest banks were disconnected from the system as part of Western sanctions.

At present, ten Russian banks are disconnected from SWIFT, including Sberbank, VTB, Otkrytie, Rosselkhozbank, Novikombank, Promsvyazbank, Rossiya, Sovcombank, VEB.RF, and MKB. Banks which have not been disconnected but are under blocking sanctions from Western countries may also face difficulties using the system.

Left-wing party calls for restoration of death penalty in Russia

The chairman of the A Just Russia – For Truth party, Sergey Mironov,has called for executing terrorists and pedophiles

The leader of the left-wing A Just Russia – For Truth party, Sergey Mironov, has announced he will push for the reintroduction of the death penalty in cases of terrorism and sexual abuse of children.

In an interview with RIA Novosti on Monday, the politician stated that his party is proposing that terrorists and their accomplices, as well as murderers of children, and “those pedophiles who rape and kill children,” be sentenced to capital punishment and face a firing squad.

Mironov acknowledged, however, that he understands the “imperfections” of Russia’s judicial system, which is why his party is proposing a multi-step approach to carrying out such sentences.

Under his party’s proposal, a death sentence for someone accused of terrorism, aiding terrorists, or murdering children must first be decided upon by a jury. After that a court must approve the punishment. However, it would not be carried out for at least a year until the decision is separately confirmed by the Supreme Court, which is composed of three judges, as well as a new jury. Only after all of these conditions have been fulfilled will the death sentence be carried out.

Mironov noted that “nothing prevents us from doing this,” and pointed out that the death penalty is still included in some articles of the Criminal Code. However, capital punishment has not been used in Russia since 1996. In 1998, then-President Boris Yeltsin established a moratorium on the practice, and Russia’s Constitutional Court has since introduced other provisions that make it legally impossible to apply the penalty in criminal cases.

Additionally, the politician claimed that opinion polls show that nearly 70% percent of Russians would support introducing such a punishment for crimes that involve the death of children. He did not specify which polls he was referring to.

While virtually all European states have completely abolished capital punishment in the 21st century, Russia and Belarus remain the only two countries on the continent who still have legal provisions for the practice. Whereas Russia has not executed anyone in almost 30 years, Belarus administered capital punishment as recently as 2021. Executions, which are reserved for particularly grave crimes, are carried out by firing squad. Minsk has also recently proposed extending the penalty to officials found guilty of treason.
