The marine one support squadron is based there. There might be other support elements for VIPs as well. Camp David is way North, so tough to tell if that would be the field they would use if they were wanting to transport to there.

BUT…Camp David is in the Green area directly east of the C-17 in pic (where 77 is in green area). Frederick has a municipal airport that a C-17 could land at (bottom left - west side of town). It appears to be closest airfield to Camp David.
If I had a historical high value target that had to be transported to the U.S - are there tactical or mission necessary requirements for sending two planes. Plausible.
