JAEC Chairman: Small Modular Reactors does not cancel large nuclear plant option

 

Amman, May 27(Petra) โ€“ Chairman of the Jordan Atomic Energy Commission JAEC, Khaled Toukan, said that Jordan's current approach to Small Modular Reactors (SMRs) does not mean canceling the option of building a large nuclear plant in the next stage of Jordan's peaceful nuclear program.

 

In press remarks on Sunday, Toukan said the memorandum of understanding (MoU) which was signed with Russia last Thursday to move towards SMRs comes within the framework of the kingdom's drive to diversify energy sources and enhance local sources, adding that the MoU was in line with the economic and financial challenges encountered by the Kingdom.

 

He stressed that these reactors are of a relatively high thermal category, which requires a small amount of water for cooling with reasonable cost compared to large nuclear power plants.

 

On May 24, 2018, a Project Development Agreement has been executed between JAEC and Rosatom Overseas to enable the parties to conduct a joint feasibility study for a Russian-designed SMR construction project in Jordan. Both parties stand to benefit from exploring the collaboration on the SMR, and the viability and potential for deployment in Jordan due to the changing situation in the Jordanian energy market.

 

Last December JAEC and the U.S.-based company X-energy signed a MoU to conduct necessary studies for the building a gas-cooled nuclear reactor, with a total capacity of 76 megawatts.

 

Toukan stressed the importance of the nuclear reactor, as it can help in generating electricity, water desalination and other industrial applications.

AMMAN โ€” The Jordan Atomic Energy Commission (JAEC) said Monday it scrapped a $10 billion deal with Russia to build the countryโ€™s first nuclear power plant as the Russians requested securing the necessary finance for the project via commercial loans.

 

โ€œJordan and Russia held a meeting last year to discuss means to move forward with the project and how to secure necessary finance for the plantโ€ฆ The Russians requested obtaining loans from commercial banks, which would have increased the cost of the project and the prices of generated electricity. The Jordanian government rejected the proposal,โ€ JAEC said in a statement e-mailed to The Jordan Times on Monday.

 

The commercial loans would have made the prices of electricity generated via nuclear plants uncompetitive, and therefore the deal was scrapped, JAEC said.

 

The commission said the Jordanian government did not incur any financial losses or legal issues due to scrapping the deal.

 

Last month, Jordan announced a plan for a small modular nuclear reactor with Russia, replacing the $10 billion nuclear power plant for which an agreement was signed in 2015 between the JAEC and Russiaโ€™s Rosatom Overseas.

 

The government said in May that the plan to build two nuclear reactors with a total capacity of 2,000 megawatts was over and that the focus would be on smaller reactors.

 

The JAEC will focus on small modular reactors in the upcoming phase.

 

The JAEC has already started talks with several countries including China, the UK and others on small nuclear reactors.

 

Also Monday, JAEC said financial expenses of the Jordanian Nuclear Programme from 2008 until the end of 2017 reached JD112 million, which was allocated in the budget.

 

In addition, there has been a JD59 million loan obtained to build and run the Jordan Research and Training Reactor (JRTR), the commission said.

 

The loan, which will be paid as of 2020 over a period of 20 years ending in 2040, is from Korean EXIM Bank at an interest rate of 0.2 per cent, JAEC officials noted.

 

By all accounts, these figures are modest compared to what other regional countries have paid so far for their nuclear plants, as the UAE has spent $24.4 billion and Egypt $22 billion, a JAEC official said Monday.

 

According to the JAEC, JD8.7 million was spent on exploration and mining of Jordanian uranium ores, JD39.1 million on the Jordan Nuclear Power Plant Project, JD56 million as government support to the Jordan Research and Training Reactor, JD4.6 million on Synchrotron-light for Experimental Science and Applications in the Middle East (SESAME), JD1.6 million on fellowships and scholarships, JD1.2 million on Jordan Sub-critical Assembly (Nuclear Engineering Department at Jordan University of Science and Technology), among others.

AMMAN, May 26 (Xinhua) โ€“ The Jordan Atomic Energy Commission (JAEC) and Russia's state-owned Rosatom Overseas signed a deal Saturday to conduct a joint feasibility study for building a Russian-designed Small Modular Reactor in Jordan (SMRs).

Building on the cooperation and studies performed for a large nuclear power plant, Russia and Jordan have decided to intensify and step up their cooperation in building SMRs, Khaled Toukan, chairman of the JAEC, said in a statement.

"We have been cooperating with Rosatom for many years, and we are going to build on this cooperation in various spheres. Today, a potential project to construct SMR-type NPP (nuclear power plant) seems more relevant and more needed, so we would like to focus on it," Toukan said.

Evgeny Pakermanov, president of Rosatom Overseas, said the Russian group and Jordan decided to focus cooperation on enhancing SMR technology projects based on Rosatom's innovative solutions.

"The SMR technologies will certainly become one of our top priorities on the way to develop the world energy market," he said in the statement.

Apart from its modular composition, one of the main advantages of the Russian-designed SMR plant is it could be used as a desalination and heating plant, according to the statement.

Jordan is looking forward to benefiting from all the available technologies in order to meet its energy needs. In 2015, Jordan signed an agreement with Russia for building a nuclear power plant with a total capacity of 2,000 megawatt, at a cost of 10 billion U.S. dollars.

Russia and Jordan are cooperating closely in the human resource development area, to implement the nuclear project in Jordan.

Currently, 100 Jordanian students are studying in related programs in major Russian universities, according to JAEC.
