Do I have this right?

If the world new the real extent of the problem we would all kill each other. We also don't want the majority in the history books either, but we need to fix the problem and some anons just need to know the truth. So to make it "publicly" available for anons but shield it from those who can't handle the truth we came up with the Q Plan. It allows anons to connect the dots mixed with disinfo to maintain plausible deniability for the outside world and also misleads the enemy into expending ammunition.
