I do not know how harp works, but the system in AK appears to radiate the area above it. If that is wrong and areas around the array are radiated , then the NM array could in theory do the same with an array of vertical antenna as shown in your picture. However, that array could not radiate the area directly above the array.

I have seen in person though irrigation system just like that as well though. However, if that is indeed an hf vertical array, each vertical would most likely have at least 30 ground radials of the same length as the vertical antenna. As you can see that would be an enormous amount of ground verticals so the question exists, why not just duplicate the array in AK.

Typhoons typically originate off the coast of S. Cal N. Mex then travel west into Asia. About the only thing the wx machine in AK will effect is perhaps a snow storm or rain in Fairbanks. Again illogical location for a wx machine.
