HYPOTHECIAL RESEARCH QUESTION - have any of you Anons ever stumbled upon any laws, ordinances, and/or regulations that contained question marks (rather than alphabet letters, i.e., words) in certain places in the finalized documents?

In other words, have you ever come across any "laws" (statutes, ordinances, regulations, etc.) that seem to have been left in "DRAFT" format at the time that they were purportedly passed by certain state Legislatures and purportedly signed, into law, by certain Governors?

Wouldn't the passage of a law that is still in "DRAFT" format signify that the law is invalid, since there are material items (i.e., WORDS and NUMBERS) that are left out of the law (as denoted by the still-present "question mark" placeholders)?

Wouldn't the whole statute, ordinance, and/or regulation be worthless if it still contains question marks, as placeholders, rather than the finalized language of the statute, regulation, and /or ordinance?

What if millions of state and federal tax dollars were allocated through those apparently "DRAFT" (i.e., invalid) laws by certain allegedly corrupt officials to certain other allegedly corrupt officials and/or entities?

Could it be considered one way to achieve the alleged theft of (state and/or federal) tax dollars by allegedly corrupted state and local officials who are creating such laws, regulations, and/or ordinances?

Could this be a means through which corrupted public officials are intentionally laundering stolen tax money and sending the allegedly stolen tax dollars to certain preferred stolen-money recipients?

If an Anon had proof of such things, to whom would the Anon take it? To Congress? Certainly not to the FBI. To the U.S. Marshals (if courts were involved)?

Has any Anon here heard of anything like this or ever heard of such an operation?

Hypothetically speaking, of course.
