When he was head of the Vatican CDF, Joseph Ratzinger (future Benedict XVI) did more to force Catholic dioceses around the world to identify and PUNISH priest-sex abusers than any other person on earth. When Pope John Paul II issued "Sacramentorum sanctitatis tutela" in 2001, this document forced every bishop on earth to report every case of sex abuse to the Vatican for action, and everyone knew that this document was Ratzinger's doing.

Before it existed, there were God-knows-how-many cases where bishops were simply sweeping shit under the rug, sometimes because they were involved in the crime too. Now, because of this document, if a bishop is discovered to have failed to report such cases to the Vatican, he is legally in seriously deep shit.
