The first thing that has to be done is to clean up our "criminal Justice" system. Without that being done first all else is for naught. Unfortunately, the "resistance" can slow walk this with hearings, testimony, blah blah blah.
Anon's reference to military service is very true, every G.I. knows that the first rule of any campaign is "Hurry Up and Wait".
