Lets have some fun.

Someone who is pretending to be a god might consider creating a social hierarchy where they sit on top, supported by people who are entirely controlled because their whole identity itself is a fraud that relies upon the system to persist (we'll call them spooks, like ghosts!), then finally the uninitiated masses at the bottom who aren't even aware of the scam. Then they can watch the world from 'above' and make use of their spooks to pass judgment without ever having to actually interact directly with anyone uninitiated, which would ruin the con.
