Reason: failure to uphold threatened deadline to DOJ for document transfer request.

Commanders Intent: To reinforce the will of the people in the minds of the targeted individuals. By whatever memetic means necessary embarrass or otherwise mock individuals into upholding those measures they threatened imposition of should the deadline previously stated not be met.
