Article says they sold mid-March for only $21.8k each. Checked before posting, it did cross the $21.8k range the day on the 12th.
FTA: "According to the filing, officials sold roughly 9,861 BTC for more than $215 million on March 14, leaving roughly 41,491 BTC." So the math: 215m / 9861 BTC = 21.8k/BTC
