Listening carefully it almost seems like veiled confirmation of a few things. When he said there was "consensus" it seems to refer to the behind the scenes coordination of "the official story" which he hints at when saying that they agreed "whatever their prior thoughts". Then he says there has never been a pandemic from an accidental release anon takes it as a confirmation it was deliberate.
