Not sure if it is useful for research PlaneFags, but I found this document in the Department of State virtual reading room. It lists all EU A/C operators by country and also designates the operator's country. This document was prepared so that they could keep track of "emissions" (tax 'em Danno) and to spread out the "administrative burden" (OPM).
