Could be an old weld that broke
Thermite welds are different looking than what you’d think of. Looks like it broke from stress and the pitted area being from weld. It’s too clean to have been cut with torch.
They bevel the rail like that before they weld it. Old weld must’ve broken off they may have not cleaned the steel too well. Stress crack on down.
