OOps wrong, meant 15: something, he talks about electricity as a technology and that it's not anything new and that in fact is old and that they keep us going around in circles thinking we are progressing but they are actually keeping us down. Fucking great.

Could be that those rocks and debris is covered in soot/dirt like frosting and the white we see is something that touched and removed the soot/dirt. It doesn't make sense that it is reflection of sunlight. Maybe?
