it won't cut through the top rail section being that thick at all, plasma cutters are for thin metal like sheet metal
if anything, it looks like a neglected old ass section of rail that went years, decades without being maintained with the sheer weight of the train taking small bites out of it until a big section broke off and caused the i-beam middle and lower area to stress crack
as evidenced by the lack of slag from any cutting torch would leave behind

the problem is america's infrastructure is not being properly maintained
governors and mayors are not properly allocating money granted to them to do just that
they can only destroy it if the people allow them to

organize city hall meetings, people can do it for potholes on main street so start doing it for other important things
