I predict the truth of Bragg's jury request for indictment was different than what Bragg delivered.
I believe he used federal law bootstrapped to Business record falsification when he sent it to them. I believe that is what they voted on.
I believe because he knows he has to answer for that under oath in front of Congress he chickened out last minute.
I believe that is why he didn't state an underlying felony.

It almost implies Cohen's 130K is a campaign donation because it states Cohen plead guilty to that charge because he paid Stormy.
next paragraph then goes on to say Trump paid Cohen over several months reimbursement and committed a crime of falsifying business records when doing so.
This statement of facts contradicts itself in the very next paragraph of implying the underlying crime.
If Trump reimbursed Cohen then Cohen didn't make a donation. He could be said to have loaned Trump 130K but he can't make a donation to a campaign that the money gets returned.
