This is like me being found guilty by my 4yr old and 6 year old of 'wrongly and unconstitutionally withholding ice cream'. Can they put a lien against my home if I don't pay up? Well, perhaps but it is not enforceable because I have hegemonic power over them. Same thing in this case.
