Disclosure would bring about defining the problem. With the public having the problem defined without question, the people of our great nation could start cooperating once again to solve the problem (like we do with all of the other problems)
For example:
People are more likely to join the military, be good soldiers, if they know who the enemy is and why they are the enemy.
You're basically saying, "why should we tell them the truth? we should be fighting the enemy"
I'm saying "we should let people know there is an enemy to fight in the first place"
