Wish I knew.
It was particularly bad where I live a few years ago.
It would start around 4am and last for a couple of hours.
It would sound a bit like distant heavy electric motor and couldn't tell quite which direction it was coming from.
Seemed like it was coming from everywhere and nowhere if you know what I mean.
