Libraries are usually very well fundd with trust funds from peole who gave them a lot of money years and years ago.

In my town the trustees are on the ballot.

we used to also have a hospital, funded by the old family (that is gone now) but all of that was looted off in the 1980s and 1990s.

many libarary books end up very quickloy as 'ex libres' online, and so ya, it's a place for trust funds to be looted.
