It's an optical illusion. It looks bigger when there are objects in the foreground for the brain to compare it to.

In this case the trees and the street.

Note that after they reach the top of the hill they have a completely clear, unobstructed view of the whole building in mostly empty space.

Same thing happens with the moon.

It looks bigger when it's closer to the horizon than when it's high in the sky.
