I've speculated about this a long long time ago.
my conclusions? well I just concluded that it would be hard to really know.

we need a new way to take thse counts and the locals should have nothing to do with the counting.
bring in people from another state, do independant audits of the counts.

and if you don't like the representative you have for your district, you ought to be able to choose one you do like who represents you from some other district.
it would 'weight' the vote.
so a person who has more supporters vote would count for a greater percentage of the result in the legislature.

the districts that are all foreign non voters would suddenly not be so popular for people like Adam Schiff, who seems to have a distrcit that has a lot of homeless junkies some how connected to it.
