imo White Hats are computer hacks who work for good rather than for evil.
Well the way I see it, the White Hats don't necessarily work for the government. Maybe they are retired or used to work for the mil. or gov't agency and they just know stuff. Have backdoor ways of getting into computer systems to sabotage the Black Hat computer hacks from doing the dirty damage that they plan to do. Like election theft in 2016.
