why would an IT guy print out the pages and fold them up to take them out, rather than download on a thumb drive?

Office settings usually have one really nice printer for a bunch of people.
Now, officers may have a nice printer in their office.
Did he do this from an high up officer's office?
Did somebody leave all this infomation up on their screen and he just pushed 'print'
if he planning to do it, why not a thumb drive on him?
I still think somebody left the papers out on their desk and he just grabbed them. He may have even been sent into an office to clean it up and throw papers away…and he did…he threw them in his pocket.
