So this is yet another method of laundering our tax money… UPenn is an FFRDC (Federally Funded Research and Development Corp? Company? Can’t remember)- they get government money to research things the government doesn’t want directly associated with them. Pretty much all the big colleges are on the list.
“Federal” was used during our founding when the Articles of Confederation got scrapped for the Constitution. States were so against a federal government (losing rights/power) that the writers of the Constitution Demanded the people, not states, vote on it and then immediately attempted to sway public opinion in their favor with “The Federalist” papers.
