Freed = not a bad person per se, might have been being extorted for something they did such as take a bribe, fuck a prostitute etc etc or they could be threatening the Flipped persons family and once the threat is neutralized, the Freed individual will do as they are told and freely work with the plan
Flipped = a bad person who knowingly partook of various crimes against humanity, treason, sedition et al. and Flipped Individuals will do as they are told and work with and for the plan whether they want to or not.
