The video when he lands shows whose plane it is, 446th AW …an Air Force Reserve Unit out of McChord AFB.
I guess it's probably just a cost-cutting measure to trundle the Secretary of Defense across the Atlantic on a transport hauler instead of the usual E4B "flying command post." I guess if there were some kind of national emergency, he could have handled it by phone, and wouldn't need that whole flying office mess…
