Democrats desperately tried adding all kinds of restrictions similar to this during the Immigration Markup Bill Hearing. Like trying to exempt anyone leaving a totalitarian country, communist country, under age five, under age one…any modification to the bill you could think of. I don't think this has any chance of becoming law.
