Covering your eyes and ears do not make facts disappear. Being honest about issues and not hiding them is the only way to solve them.

Honestly looks like she is resisting being put in the van. Either an arrest or a medical emergency, but the fast and brisk manner she was "escorted" into the van does not match with how you would handle someone in medical distress.
The event was not inconspicuous at all. It garnered attention, (and still does). If secrecy was the goal it was a bigly fail.
