I wonder why two uniformed police officers briskly approach the van? Surely their are enough others there to "assist". I wonder also what would require extra law enforcement "assistance"?

Honestly looks like she is resisting being put in the van. Either an arrest or a medical emergency, but the fast and brisk manner she was "escorted" into the van does not match with how you would handle someone in medical distress.
