Comcast, the parent company of NBCUniversal, and Shell announced the news in a joint statement, saying they have mutually agreed that Shell will depart effective immediately following a third-party investigation into a complaint of inappropriate conduct.

Legats are personal representatives of the FBI director abroad.
Although Ambassadors usually wear the title "Chief of mission" the Legat actually coordinates what the Ambassador does, and sets out their agenda, as well as feeds them "intelligence" reports and coordinates with law enforcement in the foreign country.

The Legat, in turn, are required to coordinate with and take orders from the CIA because of Executive Order 12333, (dated December 4, 1981 which gives broad sole authority to the CIA for overseas operations). This means that the CIA has direct oversight over all U.S. ambassadors.
