Not when they ellipses are used. It means they went over character limitation and it's one long twat.
If no ellipses, it means "zero delta" or no time between twats. In that case whatever is in the message means it's happening right NOW.
One minute between means it just happened, five minutes means happened recently, ten minutes means it happened quite some time ago.
