Horowitz [Inspector General]: The lack of an adversarial process [concerned us] in connection with the Carter Page FISAs. The problem being that the agents, when they swear out affidavits, are likely never to have to face cross-examination, or any testimony that would be challenged by an adversarial party in that process, because it's not like a criminal case.

Horowitz: One of the challenges has been..getting through the clearance processโ€ฆour FISA report, we finished it around Labor Day of 2019. It was released publicly on December 9, 2019. During almost all that time, it was in the classification review process.

Chairman Rogers; Like it or not, many believe the FBI sometimes employs unnecessarily aggressive tactics, doesn't hold itself to the same standards it holds the subjects of it's investigations, or targets one side of the political spectrum more than the other.
