It's used to prevent the clowns from attacking 8Kun when anons are over the target. You have to have a Proto account password or something to be able to post during those times. Apparently few anons bother since UID's and post numbers crater every time it is engaged.
Anons typically migrate here: https://endchan.gg/qrbunker/catalog.html when Proto is engaged or just lurk until the attack is over. Not a big deal really when you consider the world is at war.
