Do you guys have a suggestion for the best free collage-making software that I can use to put some exhibits together for y'all?

I have about 120 PNG pictures that have captioned text in them and I need to put them in order to illustrate how a certain discussion went down on a captioned Video.

Rather than post 24 or so different pieces to one thread here I thought it might be good to make collages out of the photos, so that y'all can read like maybe 10 or 20 pics at a time.

Suggestions for a good, high-quality collage-making program to use, preferably a free one?
