Reminds me of how a court blocked one of Trump's efforts to control refugee inflow, at least partly because the resettlement agencies (church-based mostly according to their names) wouldn't get paid if there weren't enough people to resettle.
I actually wondered why Trump didn't just propose paying them the difference in cash until the end of their contracts, thus taking away their standing in the lawsuit. But probably the President can't do that without Congress
