We have a LOT of news now, which means a lot of notes. Bakers pick up notes one at a time. No way to know how many there will be. Discouraging for bakers who run all bread to hear about "bloatables" after.
The bulk can be cut down in two ways:
bakers can END the bake earlier than 751
can DIVIDE the notes into A and B
What we cannot do is stop the news from happening. DS is launching an all-out offensive. Means constant news on all fronts. THAT IS REALITY.

there's a certain amount of repeat info (i.e. SPAM) that gets a pass, mainly when poster restricts his posting to one or two posts per bread. For many spam posts, anons can report. We lack 24/7 coverage so there will always be breads with spam, the idea is to discourage not eliminate.
