They're actually PARKING brakes. They're meant to hold position parked on hills and inclines.
They are applied to the REAR tires.
60+ percent of the actual brake force applied is to the FRONT wheels - depending on a number of factors.
Thus the PARKING brake is of minimal utility - especially with the throttle open and the power engaged.
