If he can shutter US oil production and processing, he'll basically render the US military obsolete. No fuel, no zoomies, no armor, no transport, no supplies, no destroyers. The only thing that would be moving past that would be aircraft carriers, but without fuel to keep the air wings aloft, they're 5.5 acres of floating, US sovereign bomb magnet.

For the same reason doctors, nurses, and pharmacists haven't been: there's no justice at this moment in time.
