Seems that way, but I have doubts as 'prevented' (not averted is I had it) is past tense and the event was the next day or 2. We'll never know, that's part of the 60/40. The idea of some loco shooting up a picnic over this immigration at the border BS is certainly not out of the equation, however, and with DS desperate, other FF's are no doubt on their menu.
