This speech came after the first ever cloned mammal, Dolly the sheep was created from an adult cell on July 5, 1996.
Dolly the Sheep was cloned by a team of scientists led by Dr. Ian Wilmut at the Roslin Institute in Edinburgh, Scotland in 1996. The Roslin Institute is a research center that focuses on animal sciences and is affiliated with the University of Edinburgh.
The scientific method used was somatic cell nuclear transfer to clone Dolly. Involving transferring the nucleus of a cell from an adult sheep into an unfertilized egg cell from another sheep. Ofcourse this is one method among others. This was an admission to technical ability.
Bill Clinton wasn't being ethical and morally based here. It was a official announcement that they have the technology to the general public.

A "Fictional" 5 Way Method For Cloning.
Cloning Pods: Human cloning could be achieved using special pods or machines that contain the genetic material of the donor. The pods could be programmed to create a clone of the donor using tech that reprograms the genetic material.
Gene Editing: Scientifically human cloning could be achieved using advanced gene editing technology that allows scientists to modify the genetic material of the donor to create a clone. This could involve selecting desirable traits or removing undesirable ones.
Quantum Cloning: Human cloning using advanced quantum technology that allows for the creation of identical copies of a person. In this scenario, the donor's genetic material could be scanned and replicated at a quantum level, creating a perfect clone of the individual.
Artificial Womb: Cloning through the use of artificial wombs. In this scenario the genetic material of the donor could be combined with an artificial egg cell in a tank or machine, and the resulting embryo could be implanted into an artificial womb to develop into a cloned baby.
Brain Mapping: The final way to create a clone of a person using advanced brain mapping technology that captures the individual's memories, thoughts, and personality. The clone could then be created using this information and implanted with the donor's consciousness.
How are these clones controlled? By a central AI that works with a transmitter that receives information through a chip which is neurologically connected to their brain. This central AI controls these clones equally like as in a “Hive Mind”. How long do the clones last?
