I believe this raiser of taxes was President William Jefferson Clinton. Clinton signed the Omnibus (omnibus is a latin word meaning for all) Budget Reconciliation Act of 1993 in August of that year, which passed Congress without a Republican vote. It cut taxes for fifteen million low-income families, made tax cuts available to 90% of small businesses, and raised taxes on the wealthiest 1.2% of taxpayers. Keep in mind that The wealthiest 1 percent of households own 34.6 percent of all privately held wealth, and 42.7 percent of all financial wealth. Additionally, through the implementation of spending restraints, it mandated the budget be balanced over a number of years.

 

In a lame-duck session of Congress after the 1998 elections, the House voted to impeach Clinton, based on the results of the Lewinsky scandal. This made Clinton only the second U.S. president to be impeached (the first being Andrew Johnson). Impeachment proceedings were based on allegations that Clinton had lied about his relationship with 22-year-old White House intern Monica Lewinsky in a sworn deposition in the Paula Jones lawsuit. After the Starr Report was submitted to the House providing what it termed "substantial and credible information that President Clinton Committed Acts that May Constitute Grounds for an Impeachment", the House began impeachment hearings against Clinton before the mid-term elections. To hold impeachment proceedings, the Republican leadership called a lame-duck session in December 1998.

While the House Judiciary Committee hearings ended in a straight party-line vote, there was lively debate on the House floor. The two charges passed in the House (largely with Republican support, but with a handful of Democratic votes as well) were for perjury and obstruction of justice. The perjury charge arose from Clinton's testimony about his relationship to Lewinsky during a sexual harassment lawsuit brought by former Arkansas state employee Paula Jones. The obstruction charge was based on his actions during the subsequent investigation of that testimony.

 

The Senate later voted to acquit Clinton on both charges. The Senate refused to meet to hold an impeachment trial before the end of the old term, so the trial was held over until the next Congress. Clinton was represented by Washington law firm Williams & Connolly. The Senate finished a twenty-one-day trial on February 12, 1999, with the vote (55 Not Guilty/45 Guilty) on both counts falling short of the Constitutional two-thirds majority requirement to convict and remove an officeholder. The final vote was generally along party lines, with no Democrats voting guilty, and only a handful of Republicans voting not guilty.

When the election returns came in on November 7, Bush won 29 states, including Florida. The closeness of the Florida outcome led to a recount. The initial recount also went to Bush, but the outcome was tied up in courts for a month until reaching the U.S. Supreme Court. On December 9, in a controversial ruling the Bush v. Gore case the Court reversed a Florida Supreme Court decision ordering a third count, and stopped an ordered statewide hand recount based on the argument that the use of different standards among Florida's counties violated the Equal Protection Clause of the Fourteenth Amendment. The machine recount showed that Bush had won the Florida vote by a margin of 537 votes out of six million cast. Although he received 543,895 fewer individual votes than Gore nationwide, Bush won the election, receiving 271 electoral votes to Gore's 266.

After September 11, Bush announced a global War on Terror. The Afghan Taliban regime was not forthcoming with Osama bin Laden, so Bush ordered the invasion of Afghanistan to overthrow the Taliban regime. In his January 29, 2002 State of the Union Address, he asserted that an "axis of evil" consisting of North Korea, Iran, and Iraq was "arming to threaten the peace of the world" and "pose[d] a grave and growing danger". The Bush Administration asserted both a right and the intention to wage preemptive war, or preventive war.

In his 2002 State of the Union Address, Bush referred to an axis of evil including Iraq, Iran and North Korea. After the September 11 attacks on New York, Bush launched the War on Terror, in which the United States military and a small international coalition invaded Afghanistan, the location of Osama Bin Laden, who planned the New York attacks. In 2003, Bush then launched the invasion of Iraq, searching for Weapons of Mass Destruction, which he described as being part of the War on Terrorism.

I believe this is referring to the enormous number of high paying, tax free foreign jobs that were provided by a number of U.S. contractors hired to provide both skilled, and service sector positions in Iraq, and Afghanistan. In addition to those things there is also the Iraqi oil factor that one must take into consideration. As for the forecasting of devices, I deal with this in greater details further on in the study.

The Iraqi military was quickly defeated. The capital, Baghdad, fell on April 9, 2003. The speed of this defeat can greatly be attributed to the use of "smart munitions by both the United States and coalition partners such as the U.K. The advent of weapons such as the Tomahawk Cruise missiles, as well as the use of stealth technology allowed the U.S. and it's allies to strike targets at will, without putting a large number of ground troops in harms way.

On 5 November 2006, Saddam Hussein was found guilty of crimes against humanity and sentenced to death by hanging. Saddam's half brother, Barzan Ibrahim, and Awad Hamed al-Bandar, head of Iraq's Revolutionary Court in 1982, were convicted of similar charges. The verdict and sentencing were both appealed, but subsequently affirmed by Iraq's Supreme Court of Appeals.[103] On 30 December 2006, Saddam was hanged

 

Estimates on the number of casualties during the invasion in Iraq vary widely. John Tirman, the Executive Director and a Principal Research Scientist at MIT's Center for International Studies, who has reviewed the various data and methodologies, has estimated "the number of war-related dead to be at least 600,000 and possibly as much as one million".
