The letter criticizes alleged "excesses" by Romania's National Anticorruption Directorate (DNA), and focuses on "secret protocols" signed by the Romanian
Intelligence Service (SRI) with Romanian judicial institutions, including the High Court of Cassation and Justice and its associated prosecutors. Giuliani's letter names Laura Codruta Kovesi (dismissed from her DNA leadership role by Iohannis on July 9) and former SRI Director
(now Ambassador to the United States) George Cristian Maior as signatories to the protocols.
