Is this bill the "pervert protection plan"? So that a mentally ill or stressed CHILD could be mutilated and exploited with the sanction of state government over the interests of the child and his or her family. Child "protective" services has already been conducting legalized state kidnappings, now they've moved on to putting the children into the care of those who want to harm and exploit them with legal protections for doing so.
