When the Federal government shuts down? Only 17 or 18% of it actually shuts down. The rest is considered "essential" and keeps right on running. SS checks still go out, military still gets paid, medicare, medicaid and so on. A small percentage of the federal workforce will miss a paycheck or two but will be paid eventually. They get a "for the time being, an unpaid vacation".
