MATAMOROS, Mexico – In recent days, large crowds of immigrants have formed on the Mexican side of the Rio Grande fully prepared to swim over well-worn crossing spots to Brownsville – but seemingly held back by unarmed Mexican immigration officials.
Over the course of several recent days in this northeastern Mexican city when perhaps 3,000 immigrants a day swam over to Brownsville with no opposition on either side, a curious pattern became evident. At some sort of signal from the Mexican immigration officers, a group of about 100-150 from the crowd would suddenly stand in unison and rush down the riverbank, past the immigration officers, and swim over to America.
It turns out that this pattern was far from happenstance. The Center for Immigration Studies asked several of the Mexican immigration officers what was going on and learned that President Joe Biden’s Department of Homeland Security has been coordinating these mass swims with Mexico’s immigration service, INM, at high levels on an encrypted Whatsapp channel.
The officers explained that their senior officers were in touch with U.S. Customs and Border Protection officials about how many immigrants were gathered and were prepared to cross the river at any given time.
“We’re letting them know that there’s a group of people ready to cross,” one officer explained.
The Americans on the other side would ask the Mexicans to hold back the migrants – not because such crossings are illegal and should be blocked and obstructed, but only until the Americans had finished processing the last batch into the country through Brownsville. Once the Americans felt they could take in more, they message the Mexicans that “they are ready to receive them.” Then, senior officials would radio the on-ground immigration officers, all of whom are equipped with radios.
Next, the officers signal to the waiting crowd to go forward and, once they figure enough are in the water, they cut off the rest and push and cajole them back into line until the Americans signal they’re ready again.
The Mexican officers said the Americans initiated this system in late April but could only guess at why – perhaps to better manage the processing of very high recent numbers of crossings. But the collaboration explains why Mexican immigration officers are stationed at the river at all, and raises many questions.
CBP did not immediately respond to CIS’s telephoned and emailed messages for comment.
But the process, which has never been publicized, amounts to a “controlled-flow” system most often used, controversially, by Colombia, Panama, and Costa Rica, to facilitate mass illegal migration to the U.S. border rather than incur the expense and trouble of blocking it in those countries.
Controlled-flow by the Biden administration’s DHS with Mexico also constitutes a highly unusual U.S. policy that demonstrates formal acquiescence to illegal immigration and an official willingness to accommodate mass illegal immigration rather than stopping, blocking, or deterring it, as required by law.
It remains unclear as the Title 42 expedited removal power comes to an end at midnight on 5/11, and is replaced by a new policy, if the controlled-flow scheme will continue working.
Numerous times in Matamoros, CIS witnessed migrants charge the Mexican immigration officers and pour into the river ahead of “schedule.”
Dozens of the migrants openly argued with the Mexican officers to let them through. But the officers argued back that they had to be patient, lest children or adults drown in uncontrolled crossings.
Mexico seemed to signal a willingness to use muscle if necessary to maintain the controlled-flow arrangement. Late Tuesday, as the crowd grew visibly restive, a squad of armed Mexican National Guard showed up and began patrolling the line.

Elon Musk has reportedly hired Linda Yaccarino as the CEO of Twitter. Unfortunately, this decision is the exact opposite of what everyone hoped about Musk’s intentions with the platform.
Ms. Yaccarino is the head of NBCUniversal Advertising and Partnerships [Example Here], and she is the tip of the spear in the creation of DEI (Diversity Equity and Inclusion) indexing and corporate scoring. You might be familiar with ‘DEI’ as a result of the Bud Light woke advertising campaign to promote beer for transgenders. Well, that’s DEI in action, and Ms. Yaccarino is one of the pioneers in the advertising industry.
Additionally, Linda Yaccarino is the Chairwoman of the World Economic Forum’s (WEF) Taskforce on Future of Work. As she noted in her position, “every CEO and executive needs to look inward, and build workplaces that ensure our employees, current and future, can always succeed amid rapid transformation.” Overlaying the Diversity Equity and Inclusion mindset, you will note Yaccarino says, “long-term benefits for the unemployed, women, and communities of color.”
Why would Elon Musk bring the most woke NBC advertising executive to become the CEO of Twitter? Obviously, he is focused on generating revenue, and Yaccarino can bring woke credentials to the platform luring corporate advertisers. Unfortunately, in order to achieve that objective, the platform content will have to be modified.
That means the public square of Twitter needs to become a platform of non-controversial NPCs (Non Player Characters) which generally are identified in memes [SEE HERE]. The content on Twitter must fit an approved standard for advertising. Leading this effort to control platform content through the control of the monetization, is literally what Yaccarino has done in her work at NBCUniversal. Thus, her efforts to promote DEI take on a new level of importance.
Ms. Yaccarino also supports Florida Governor Ron DeSantis and follows him and his fellow influencers through her Twitter account. Politically this puts her in alignment with Elon Musk and the acceptable Republican group that promotes the Florida Governor.
Keep in mind, for DeSantis, the “woke issues” are political tools to achieve an objective; nothing more. Ms. Yaccarino supporting Ron DeSantis is not a misnomer, it’s just politics.
Similarly, for Elon Musk, it appears Ms. Yaccarino brings a greater financial value to the table offsetting any contradictions in his belief system about wokeism as a danger to speech and culture. Obviously, this hire says Musk is more concerned about revenue generation than actual free speech.
Regarding opposition or alignment with what is colloquially called “wokeism”, Ms. Yaccarino is somewhat of a touchstone. Her bona fides on DEI make her a subject matter expert on the weaponization of advertising to advance a cultural objective.
Just accept things as they are and not as you might wish them to be. That way you are not disappointed later.
Accept the Musk selection of Ms. Yaccarino as exactly what it says for the Twitter platform. First, money is the most important issue right now; revenue generation for Musk is the #1 priority. Second, the content of the platform will modify accordingly.

Daniel Penny to be charged with manslaughter for NYC subway chokehold that killed Jordan Neely
A Marine veteran will be charged with manslaughter in the second degree in the chokehold death of a man on a subway train, the Manhattan district attorney's office said in a statement to CBS News on Thursday. Jordan Neely, a former Michael Jackson impersonator who was homeless, died after being put in a chokehold by Daniel Penny earlier this month.
Penny is expected to turn himself in to authorities, CBS New York reported. Prosecutors expect Penny to be arraigned Friday.
"We cannot provide any additional information until he has been arraigned in Manhattan Criminal Court," a spokesperson for Manhattan District Attorney Alvin Bragg's office said in the statement.
A video lasting nearly 3 minutes shows Penny, 24, on the floor of a subway car with Neely, 30, in a chokehold. Witnesses said Neely was acting erratically on the train and screaming about being hungry and tired but didn't attack anyone.
The New York City medical examiner's office ruled Neely's death a homicide. Penny was initially questioned by police and released without being charged.
In the days following Neely's death, attorneys representing Penny said Neely was "aggressively threatening" their client and that he and other passengers "acted to protect themselves."
"Daniel never intended to harm Mr. Neely and could not have foreseen his untimely death," Thomas Kenniff and Steven Raiser said in a May 5 statement.
Attorneys for Neely's family said Penny should be sent to prison.
"He never attempted to help him at all," Lennon Edwards and Donte Mills said in a May 8 statement.
The case sparked days of protests by demonstrators calling for justice for Neely.
Public Advocate Jumaane Williams, a city official, joined the calls for charges against Penny ahead of Thursday's announcement.
"Jordan Neely was unjustly killed, and charges must be immediately brought against the person who killed him," Williams told reporters this week. "To say anything else is an equivocation that will only further a narrative that devalues the life of a Black homeless man with mental health challenges and encourages an attitude of dehumanization of New Yorkers in greatest need."
City Comptroller Brad Lander said mental health services need to be more widely available to New Yorkers. "New York City is not Gotham," Lander told reporters. "We can't be a city where you can choke someone to death who's experiencing a mental health crisis."
New York Mayor Eric Adams acknowledged that Neely's death "devastated his family and shocked his fellow New Yorkers," and Adams had urged people not to rush to judgment.
"One thing we can say for sure: Jordan Neely did not deserve to die," Adams said Wednesday during an address at City Hall, "and all of us must work together to do more for our brothers and sisters struggling with serious mental illness."
