Ms. Gina Cavallo: I was prostituted, my abusers took psychological control of me. I became a commodity for other's gain.

I thought it was my fault. Traffickers maintain control over victims via drugs, isolation, fear. They instilled a strong distrust of police.

Had there been a hotline then, I could have called. The current hotline helps in a trauma-informed manner. (Good)

Traffickers are also women. 3 men and 1 woman trafficked me over 3 years.

I learned from counseling that I was protecting those who trafficked me.

I learned if you don't heal what hurt you, you will bleed on those who did not hurt you.

We need to hold all buyers and sellers accountable.

Lawmakers can insure traffickers are exposed and can create a safer country.

No one should feel the double-victimization of being trafficked as well as shame for speaking out.

It's essential that children are empowered and safe.

I pray you all hear my heart in these words as I speak my truth: In the 1970s a man took a boy, to whom he was related, to a cabin in a rural part of the country. The man told the boy to undress and to wait. The boy obeyed him. Moments later another boy entered the room accompanied by two men.   • TVPA has proven to be a powerful tool to hold traffickers accountable. The TVPA criminalizes forced labor, as well as sex trafficking. The law includes explicit extraterritorial jurisdiction, 18 USC ยง1596, that covers human trafficking crimes committed abroad. The U.S. Government has used this extraterritorial jurisdiction successfully to prosecute perpetrators.

 

  • TVPA provides a civil cause of action coextensive with the criminal provisions so that trafficking survivors can hold their traffickers, including those who benefit from their trafficking, accountable in the federal courts. That statute, 18 USC ยง1595, has allowed trafficking survivors to seek justice.

 

  • TVPAโ€™s Trafficking in Persons Report, which started in 2001 as a slender tome printed in Courier typeface, has evolved into a powerful foreign policy tool. Beyond the tier rankings, the TIP Report Country narratives include Congressionally-mandated reporting on corruption cases, incidents of trafficking by diplomats, and trafficking by peacekeepers.

 

  • Diplomats are a big problem. Diplomats and international organization personnel are permitted to bring domestic workers to the United States on special visas, known as A-3/G-5 visas. Over the years, in the wake of horrifying cases of forced labor and abuse, Congress has added protections for A-3/G-5 domestic workers. Amendments to the TVPA require that A-3/G-5 workers have contracts and receive a pamphlet outlining their rights as workers in the United States.

 

  • Additional consequences are clearly necessary for diplomats โ€“ and their sending states โ€“ who choose to thwart federal court orders. Diplomats are state officials. Trafficking by diplomats is an egregious form of public corruption, a misuse of an official position for personal gain.

 

  • The United States must not become a safe harbor for abuse of migrant workers. In recent months, the Human Trafficking Legal Center has observed an extremely troubling trend: professional workers brought to the United States with contracts that include steep financial penalties. The labor recruiters who write these contracts refer to the provisions euphemistically as โ€œliquidated damages.โ€ We call these provisions โ€œabscondment clauses.โ€

 

  • These contracts have devastating consequences for migrant workers in the United States. In one particularly troubling case, ten nurses and their attorney faced criminal charges in New York after the nurses left their jobs.

I remember someone (fam member) hurt me and I went to the hospital for stitches. My mother protected my abuser & lied about what happened. I learned to protect those who hurt me.

My healing journey will always continue.

 

I am taken aback whenever I enter a school. Students are very engaged on this subject and want to talk.

 

I would like to see more parents and caretakers involved. How girls and boys are raised are very different. THere are many cultures where boys are not held accountable. We are raising monsters. Same for girls. Girls can be abusive and traffickers.

Diplomats and domestic workers. I think we may be able to be effective immediately.

 

State Department interviews the domestic workers of diplomats. It is not mandated.

 

Vandenberg: we got the idea from Europe about 6 years ago.

 

Wild: I imagine there is a lot of fear at these interviews. Fear of being deported. I will ask the State Dept at their hearing.

 

Migrant workers - we had a vote on border bill yesterday. Many of us recognize that construction, agriculture, need migrant workers. But this can lead to trafficking and forced labor.

 

Vanderberg: It does. Migrant workers who are most protected when they understand their rights.

 

Wild: Depart of Labor Wage and Hour Division should be empowered to do that.

 

Judge Lung: we created 2 tier system to find out what individual states are doing to combat human trafficking. Important to have federal approach but need collaboration.

Critically important to have the legislation Implemented and accountability.

For non-profits they get 15 million grant they are mandated to show the results.

Federal gov't should also have to show to the results and be accountable.

 

Wild: sounds like a recommendation for an additional hearing.
